That bagpiper is Bill Millin, personal piper to Simon Fraser, 15th Lord Lovat.
On D-Day, Millin marched along the beaches of Normandy, playing the bagpipes at the request of Fraser. German snipers did not fire on him because the thought he was insane.
BTW, playing bagpipes in battle was limited to rear areas by the War Office. When Private Millin tried to remind him of this, Lord Lovat replied: “Ah, but that’s the English War Office. You and I are both Scottish, and that doesn’t apply.”
